ArcBlue supported the establishment of the initial G21 Geelong Growing Regional Opportunities for Work (GROW) Program, has provided a range of support for the Bendigo, Ballarat and Greater Shepparton GROW programs, and has led the establishment and implementation of the GROW Gippsland Program since 2018. ArcBlue has been the auspicing organisation for the Broadening Horizons Program since July 2019.

The Role Context

The Broadening Horizons program was established in 2014 and is an education innovation program designed to equip students with the skills and dispositions needed for a changing twenty-first century (C21) economy.  The program’s objectives are to build the learning and career aspirations of students, improve students school engagement and completion rates and contribute to Gippsland’s prosperity and growth.  The aims of the program are directly linked to DETs Education State vision.

The program focusses on the brokering of partnerships between schools and organisations.  The organisations represent a diverse range of sectors including private business, local and state government agencies, not for profit organisations and broader community groups.  They work with students on real world problems who are provided opportunities to be mentored and to learn, operate, think and problem solve using a unique learning model.  The model promotes enquiry-based learning, innovation, C21 skills development and strengthens the link for students between the curriculum and the world of work.

In 2020 the program will support approximately 23 schools and 24 organizations spread across Gippsland and within Ballarat to deliver the program to more than 1,000 students across the state.

The Broadening Horizons program team consists of a Program Manager who is responsible for the overall strategic direction, delivery and continued focus of the program in achieving positive outcomes for young people which includes managing a small team of operational staff.

The Role Purpose

The primary purpose of the Program Coordinator is to engage with Broadening Horizons program partnerships and stakeholders (representatives from industry, community, educators, students and broader stakeholders as required) to support continued program participation.  This includes the coordination and facilitation of a range of activities that support partnerships to continue to provide real world learning opportunities to students. The role will have a strong focus on supporting and developing partnerships and participation in the Wellington and East Gippsland LGA’s. 

Key Responsibilities

Partnership development and sustainability

  • Coordinate and attend regular partnership meetings to track partnership and program delivery progress. This largely includes travel to schools and organisations.
  • Develop and foster strong working relationships with partnerships to ensure high levels of involvement in the program
  • Track school / industry partnership development and provide the necessary supports to ensure they achieve successful outcomes
  • Respond to requests and enquiries from all stakeholders and the general public in an effective and efficient manner
  • Undertake considerable travel to meet with schools and their industry / community partners

Facilitation and training

  • Develop and facilitate high quality and consistent training and professional development sessions in consultation with program stakeholders to ensure the development needs of participants are met and they are actively participating in workshops and training events.
  • Ensure existing supports and resources meet the professional needs of program participants and respond accordingly

Program delivery and development

  • Collect program delivery plans from schools and attend milestone sessions at each school
  • Compile reports documenting participation and program progress
  • Collect artefacts and evidence that highlight program impact
  • Work with partnerships to problem solve delivery and partnership challenges as required

Marketing and promotion

  • Work to secure positive media coverage of the program in collaboration with program partners
  • Work alongside the Program Support Officer to ensure the marketing and communications strategy is achieved
  • Liaise and communicate with media, represent and advocate for the program when opportunities present and as required

Data collection, reporting and administration

  • Work with participating partnerships to collect data that highlights program impact
  • Provide monthly activity report to Program Manager
  • Attend team meetings as required
  • Attend regular supervision with Program Manager and participate in training and development as required
  • Complete the required administrative tasks to ensure the Program Coordination function is carried out effectively

  • Interpersonal: At this level you’ll understand the importance of gaging you’re impact on others, developing and maintaining trust, resolving interpersonal conflict, managing stress, appropriately, and building relationships through sound communication skills.
  • Stakeholder Engagement: At this level you are expected to be highly skilled in stakeholder engagement and have the experience to understand what a stakeholder is and implement the strategies to ensure regular and timely communication and consultation.  You’ll take the time to understand and articulate expectations with stakeholders and set out to meet expectations, and  focus on relationship development, take responsibility and see the risks and opportunities in stakeholder relationships – implementing strategies to leverage off opportunities and mitigate risks.
  • Problem solving/ analytical skills: At this level you will have had a successful track record in solving service user and delivery problems and know how to establish strategies to rectify problems and support client satisfaction.  Importantly you’ll take the opportunity to establish processes to analyse why problems occurred and come up with solutions to mitigate problem reoccurrence. As well as understand and execute appropriate decision-making strategies that are appropriate to the situation and within the environment.  You will possess a level of thinking that enables you to understand types of information and how they can be presented as evidence.
  • Prioritisation and planning: At this level you will have strong prioritisation, planning and time management skills, and consider risk, and have appropriate strategies in place to manage task execution and progress.  You’ll understand and have experience in using frameworks that support effective time management, planning and task management, and use a methodical, systems approach to enable the achievement of project goals.

  • You will be a people-person with an encouraging, authentic personality who measures success alongside the success of their wider team

A Little More About You

Mandatory

  • Tertiary qualification in a related discipline and / or significant experience working in a stakeholder engagement, community engagement or project/ program coordination role or have worked in a role which has had significant focus on economic or workforce development.
  • Experience delivering presentations and / or training programs
  • Current drivers’ licence

Desirable

  • Knowledge or experience in applying human centred design and design thinking principles
